Senior Economist and Statistician

 

 

Dr. Gaston GOHOU is the CEO of CESS Institute. He is a senior statistician economist, expert on development and poverty issues, with more than 20 years of professional experience. His expertise includes: poverty reduction policies, public finances (MTEF, PER, PEMFAR,…), Managing for development results (MfDR), designing and implementing development projects (logical framework, investment projects, budget support,…), monitoring and evaluation, designing and implementing surveys, data quality evaluation.

 

Dr. GOHOU worked for several African Governments, the World Bank, a private consulting firm in Canada and the African Development Bank (AfDB). At the World Bank, he was a key member of the team that designed the first Regional Integration Strategy for West Africa in 2003. At the AfDB, Dr Gohou had a leading role for the design of the Results Measurement Framework (RMF) of the AfDB in 2008. Dr. Gohou trained several project managers to design and implement their project (Strategic planning, design, logical framework,...).

 

Dr. Gohou advised several Governments in Africa and Asia for design, implementation, and Monitoring & Evaluation of development projects/programs, including poverty reduction strategies and National Development Plans. He has designed several result-based country strategies and budget support operations, while coordinating the country dialogue with Governments.

 

Dr Gohou also taught economic development at the University of Maryland at College Park, USA.

 

Dr. GOHOU has worked in more than 20 countries including Benin, Burkina Faso, Belgium, Cape Verde, Cameroon, Canada, Central African Republic, Côte d’Ivoire, Ghana, France, Finland, Italy, Kenya, Malaysia, Mali, Morocco, Uganda, Senegal, Vietnam, The United States of America and Tunisia.

 

Dr. GOHOU holds a PhD in economics and a Master’s in international economics and econometrics from the University of Maryland at College Park, USA. He also holds a Master in Applied Mathematics from the University of Abidjan and a Master degree in Statistics and Applied Economics (ISE) from ENSEA of Abidjan in Cote d’Ivoire. He is fluent in both French and English. He is a co-founder of CESS Institute.
